Under headwear: all headwear must be removable, thematic, and family-friendly, and a fursuit is listed as an example of what fails. The festival says there were repeated incidents. Probably true. Every crowd of ten thousand has a guy. But read where the rule lives. Nobody wrote a page called Who Is Allowed To Pretend Here. They opened the hat section and added a line. That is how you can tell a rule was written after the thing it is for. A policy gets its own heading. A patch goes wherever the drawer was already open.
